Meet Marie
Strategic leader driving change through policy, partnerships, and systems.
Marie St. Fleur is a dynamic and passionate leader with over 30 years of experience in legislative, municipal, and legal roles. She has effectively bridged public and private resources to drive transformative change in vulnerable communities.With a diverse background as an attorney, legislator, senior municipal official, and nonprofit executive, Marie has consistently made a lasting impact for her clients.
Throughout her career, Marie has championed grassroots initiatives, particularly in early education, workforce development, and public sector reform. She has successfully engaged families, providers, policymakers, and government agencies to create meaningful, long-term change.
As the former CEO and president of a statewide nonprofit, she led the influential Put MA Kids First coalition, securing increased funding for early education in Massachusetts and pioneering the Early Education Small Business Innovation Center.
In 2010, Marie was appointed by Mayor Thomas M. Menino as Boston’s Chief of Advocacy and Strategic Investment.
In this role, she oversaw key initiatives such as the Circle of Promise, Intergovernmental Relations, and diversity and reentry programs.
Her leadership also extended to her role as a State Representative, where she became the first Haitian-American elected to state office in the U.S. and served as House Chair of the Joint Committee on Education, Arts, and Humanities, driving pivotal education reforms.

A graduate of UMass Amherst and Boston College Law School, Marie has been recognized for her contributions with accolades such as the Boston Business Journal’s Women Up award. She continues to serve her community on the boards of the Dorchester Boys and Girls Club and Nativity Preparatory School.
Marie St. Fleur brings a wealth of expertise in policy, education advocacy, and workforce systems, honed through her roles as Chair of the Education Committee in Massachusetts, Chief of Advocacy and Strategic Investment for the City of Boston, and CEO of a grassroots, research-based early education nonprofit.
She also organized and managed the Housing Advocates Task Force within Boston’s Circle of Promise, addressing critical housing challenges in underserved communities. Marie oversaw Boston’s Small and Local Business Enterprise Office, where she focused on increasing access to job opportunities for residents across the city.
She also played a key role in forming a partnership with the City of Boston, UMass Boston, and Technology Goes Home to create a Small Business Innovation Center. This center offers business planning, budgeting, marketing, and training to support and stabilize early education and care centers.
